The Nebraska Health Information Initiative, Inc. (NEHII) is seeking a vendor to provide a Software as a Service (SaaS) Population Health Management Solution to support the analytics needs of the organization. While not every solution will meet all criteria, the ideal solution should include:

  • Evidence-based population health management reports and dashboards
  • Population identification
  • Population health stratification and risk management
  • Outcome measurements and quality metrics
  • Financial analytic ability
  • Clinical analytic ability
  • Clinical and financial integrated analysis

NEHII has created a downloadable guide for the preparation of a proposal that will enable vendors to address the technical, financial, and legal requirements of a proposal. All respondents are encouraged to focus on the capability areas proposed specific to NEHII. Respondents are required to respond to the specific information outlined below and additional information can be provided if it offers further insight into vendor capabilities. To advance proposals, all responses to this Request For Proposal (RFP) must be received electronically by 5:00 PM (CST) on 12/18/2020.

Will NEHII accept responses from vendors who format their response document following the template but not in the provided PDF form? Allowing vendors to generate their own template will allow the insertion of screenshots, tables, and other graphics and provides for continuity of vendors' responses. The PDF template provided doesn't seem to allow text wrapping, text formatting, copy/paste, the insertion of graphics, etc. Because of these restrictions, vendors will need to attach additional pages to respond, for example, to the majority of questions in Section 2, Vendor Profile.

Responses in word document or vendor template is acceptable, as long as vendor adheres to the structure and order of the PDF. For equity, please provide direct responses to the questions posed. Any excess information/responses not pertaining to the questions will be disregarded. As a reminder all documents become property of NEHII and the vendor is reminded to limit unnecessary marketing or proprietary information.

What does NEHII mean by "CPGs"? Please provide further details on NEHII's expectations in this area.

Clinical Practice Guidelines (CPGs) include evidence-based recommendations intended to optimize patient care. For example, metrics, care gaps, opportunities for care delivery improvement within solution are driven by evidence-based guidelines from credible sources that is maintained by vendor.

For which organizations does NEHII expect the platform to maintain CPGs?

NEHII is looking for all metrics, care gaps, opportunities for care delivery improvement within solution driven by evidence-based guidelines from credible sources and to be maintained by vendor.

The list of evidence-based care pathways is vast. Is NEHII looking instead for evidence-based guidelines on open care gaps and social determinants of health (SDoH)?

To what degree is this a requirement of the platform? How will vendors' responses effect their evaluation/scoring? What is the source of each of the data element, and how will it be received by vendors?

This is a requirement. Your responses to the question will be taken into consideration as a whole along with all other specifications within the RFP. Each of NEHII’s data sources will be delivered to vendor through a direct connection with NEHII.

Please provide a count of how many patient lives are expected to be loaded into the population health management platform.
We estimate a total of 4.2 million unique lives.
How many of those patient lives will have claim information available from which to manage risk?
NEHII is currently a Quasi-Qualified Entity (QE) through CMS Qualified Entity Certification Program (QECP) and will immediately be receiving claims on about 2.5 thousand lives for one Merit Based Incentive Payment System (MIPS) eligible group. Concurrently, NEHII is working towards full QE status for the geographical region of at least the state of Nebraska, perhaps regionally, meaning that the NEHII QE will be able to access statewide or regional claims for data aggregation, thus having the ability to aggregate claims beyond the lives mentioned.

NEHII is interested in hearing more if vendor has ability to use proxy data for claims to estimate cost while NEHII works towards establishing a broader claims database.

From which payers does NEHII plan to initially integrate data?
NEHII plans to initially integrate its clinical data repository with Medicare Parts A, B, and D claims.
If payer data will be initially integrated, who and what are the goals with those payers?
The goal is to combine clinical and claims data for reporting, quality improvement, and analysis of cost and delivery of care opportunities.
How many providers with NPIs does NEHII anticipate subscribing to the system?
With regards to users of solution, NEHII estimates 100-200 initial users.
Please share your scoring methodology.
NEHII is not sharing further details on scoring methodology of RFP responses. Selected vendors will demonstrate the capabilities of their solution that align with the needs for NEHII. Vendors will be provided guidance for presentation of proposal and product demonstration if selected.
When should vendors expect to have the fully executed agreement returned so that it can be attached in Section 8 of their proposals?

Vendors should receive the NEHII signed version back shortly after NEHII receives your signed version. Please contact anguyen@nehii.org, if you did not receive the NEHII signed copy back.
